In the event of a sudden stop or vehicle impact, anunlocked seat back would increase the risk of injury to the seat occupant.

Seats — Front Assembly — Recliner

Summary
The front seat upper hinge cover screws are too long, and interfere with the seat back inertia lock. This prevents the seat back from locking properly.
Actions
Replace screws securing upper hinge trim cover with correct length screws.
