The whining noise does not happen all the time, seems to happen worst when I park down hill, then when I drive it it whines for about 30 minutes. .

power steering starts whining within a few minutes of driving.P.S.fluid level was at full line but was forcing fluid out through the cap when I shut vehicle off. I was told by mechanics that I need to replace the raquet pinion,power steering pump, fluid cooling lines and the reservoir. I talked to a auto parts store employee. He and another person had the same problem and they removed the flow restricter in the power steering return line to the p.s. resevoir by disconnecting the line completely and taking a heavy gauged wire and pushing the restrictor out of the line.Then reinstalled line and fill power steering fluid to full line. I did all that and it majorly improved the problem. It would only make a noise for a short moment when I started vehicle. This went away by adding more power steering fluid to above the full line mark on reservoir and driving it 2 weeks to remove possibly any air pockets in fluid lines. In the last 2 weeks of driving there has been absolutely no whining noise or power steering fluid loss.

Replaced the power steering pump 2 times. Replaced the power steering fluid 3 additional times. Replaced the power steering pump cooler lines. Replaced the rack & pinion.

AND THE NOISE IS BACK !!!!!
