My brother in law, who knows about auto body work, said this is a defect on how the paint job was applied initially. Bare metal is revealed as the wind while driving, lifts the paint away from an incorrectly applied paint job. It is located on the hood right at the edge where you reach to unfasten and open the hood.

I will try to fix it under warranty. Contacted FCA today and waiting for the answer.
