Air bags did not deploy on a front-end collision.

The other driver cut across two lanes and I was in the second lane. I was going about 25 mph and I hit his front passenger tire/front door. My air bags did not deploy. I don't know if they are functioning or not. Is there a minimum speed before they deploy? The damage (covered by the other guys insurance) was 2 popped engine mounts, 2 very bent body mount bolts (replaced all 6 of these bolts) and well as the front bumper (looked cosmetic but it was replaced).
