Fuel gauge empty - only 11 gal max. After range meter claimed zero miles remaining still not running out of gas.

Update from Aug 1, 2021: Measuring from when the zero on the gauge, my RAV4 Prime is only accepting 11 gallons of gasoline when refueling (car is advertised having a 14.5 gallon tank). This results in us having to fill up every 400 miles when it should be more. Complained to the dealership with no resolution.

Update from Mar 19, 2022: With the tank size that allegedly holds 14.5 gallons and a travel range of 580 miles, the plaintiffs say a driver can only travel about 400 miles on a “full” tank of gas. So I run to empty and fuel it up 15 gal. Gauge show 380 mil to go. It should be 600 instead. It forces me to make more stops to add fuel to the tanks and makes Toyota's mileage promises empty. Some times can put only 11 gal and show me 400mil to go .?

Measuring from when the "low fuel" light comes on, our RAV4 Prime is only accepting 10 gallons of gasoline when refueling (car is advertised having a 14.5 gallon tank). This results in us having to fill up every 400 miles when it should be closer to 600 miles. Complained at least four times to the dealership and escalated with Toyota HQ - Toyota engineers acknowledged they have seen this trend from other RAV4 Primes out in the field, but are deeming 10 gallon fill-ups a "normal" characteristic of the car. This is bait-and-switch false advertising and an infuriating quality failure by Toyota.
