Never had paint actually peel off car. Can see the nice unblemished gray primer underneath.
Saw where other Toyotas of this age had recalls; but not the Highlander.
Was it done in another factory?
If others have this problem, need to report it. Saw same thing on daughter's 2013 Highlander.
