This is the 2nd time I have replaced it. The mounting clips get loose and break causing the brakes to "drag". The first time was 2008. I was told to occasionally engage the parking brake to keep the cable tight/adjusted for prevention. Emergency brake pads are now aftermarket. I was also told "this happens frequently". If the emergency brakes were "dragging", it did not improve my mpg after it was fixed. Bad thing is when you go to get yearly state inspection on the last week valid and find this out. Luckily didn't find it out the hard way.
