I have the instrument panel lights as high as they will go and it is still too dim to see them most of the time, especially with the sun behind the car. Every time I have taken my car in for some other reason, I mention this to the Service Manager, and they work for awhile but then get dim again. It seems like it should be an easy fix - loose wire or a new fuse.
