No start, digital dashboard goes black. loss of ECM power.

I get in the vehicle and try to start the truck by push to start. The dash lights up and the dash goes black. The Infotainment Center continues to function and the radio plays. The start push button is illuminated green, but the dash is still black. Then the dash comes alive and displays "Service Trailer Brake System, 4WD Off, Service Power Steering Drive with Care, ESC Off, Service ESC, Fuel Level Low". This will continue to happen until you turn the ignition off and wait 10 minutes. This is not a Security problem. Tested voltage at ECM with ~ 1.5 volts, verified with scanner, not enough power at ECM. Checked external relays and they are good. Once started, codes P0700 and U0100 are set. Rochester, NY Dealership refuses to acknowledge the codes because they did not happen in their presence. Dropped the truck off at the Rochester dealership for 2 weeks, picked it up and then dropped it off for another 2 weeks.

Told the dealer to drive it everywhere they needed to go. Techs now refuse to drive it due to Flat Rate pay and not getting paid to work on it unless they find a problem. I don't blame the techs as the flat rate pay on this intermittent problem will make the techs starve. This problem happens 1 to 2 times a month. It needs an ECM, part costs them $262.00 plus flashing.
