Toyota fixed this issue while it was under warranty. There is a valve that splits the windshield wiper jets so that one hose can now connect to 2 hoses or in this case the left and right jets for the windshield wiper jets. Well Toyota fixed it and and it worked for another year. I went to the auto parts store and picked up a y shape splitter to connect the 2 hoses to 1. It seems aftermarket products are better than the dealership at a third of the cost.
