when ignition is ON but engine not started, directional and hazard lights function correctly. When I start the engine, the lights do light but are stationary and do not blink. This is a mandatory safety issue for inspections here so it will not pass this month as is. Changed the ignition switch after checking with a couple independent mechanics but this does not correct the problem. I had changed the hazard switch a couple years ago since it was bad then. I'm at a loss what is causing the problem.
