rear subframe assembly rusted and broken

i have had numerous problems with rust and rot on the suspension of this car but this is the worst because it is now not able to be driven until i can get it repaired.

Heard loud noise in rear of car my mechanic said the left side rear suspension crossover stabilizer bar is totally rusted. There should be a recall on this. I also had to replace the ignition switch 5 months ago. There is no way this should have rusted the way it has.
