The wires in the rear hatch became broken and frayed causing fuse # 32 to blow incessantly. For those that aren't aware, fuse # 32 is used for the shifter release button as well as the rear brake lights. After investigating on the internet (love the google) it's apparent the wiring harness in the rear hatch was designed with wires that are too short. Also, there is no recall for this problem despite the brake lights failing potentially causes a rear end collision.
