aluminum wheel clear coat coming off aluminum wheel clear coat coming off aluminum wheel clear coat coming off

Look at the pictures, it appears the clear coat came off of these rims? Have not used harmful chemicals, and doubt that would occur because of weather conditions especially since I don't live in a high salt area or anything like that. If you experienced this problem and know how to fix it i would appreciate any advice. Otherwise this should not happen on a three year old car.
